Comparative Urban Policy

Urban policy does not travel uniformly across contexts. While global frameworks promote “best practices,” their implementation depends on local institutional and political conditions. CIRUS advances comparative analysis across cities in Asia, Africa, and Latin America, with particular attention to BRICS and other emerging economies. We study policy transfer, South–South cooperation, and the adaptation of global agendas to local realities. Comparative research enables a deeper understanding of how governance models evolve and how institutional innovation can be scaled. By situating local case studies within broader global dynamics, CIRUS contributes to context-sensitive learning across the Global South.
